Not diff in the content, but permissions are different:
-r--r--r--  1 root  wheel   624B Jul 11  2008 /Volumes/PureDarwin/usr/share/sandbox/update.sb
-rw-r--r--  1 root  wheel   624B Oct  2  2007 /usr/share/sandbox/update.sb
