Hello,

I would like to support the idea of adding a support for a configuration file 'pyproject.toml'. It is already mentioned in other issue, but since it is not possible to comment there, I must have created a new one to express myself.

Btw this is my first time on flake8 repository, so pardon my confusion, but the discussion on above linked issue have comments only from one person @asottile and they are all with the same timestamp. It seems like the whole thread was copied from a gitlab. But it is not available on gitlab since issues were turned off there, probably because it is just a mirror now. The overall result is, that only comments from @asottile may be read and so the thread doesnt make much sense.

And back to the pyproject.toml issue. As a user of python, I expect the pyproject.toml to be generally supported concerning not only:

I would accept even a partial solution in form of a parameter in a global configuration file, where it would be specified, that 'pyproject.toml' should be consider per project.
