BUG: r_tracker_inconsole 3 is showing tracker messages in notify area

Describe the bug
r_tracker_inconsole 3 is supposed to show tracker messages in console and tracker area, but NOT in notify area. However, it seems to still show the messages in notify area (same as r_tracker_inconsole 2)

To Reproduce

1. set r_tracker_inconsole 3
2. watch a demo where deaths occur
3. observe that tracker messages are erroneously displayed in notify area

Expected behavior
Tracker messages are not displayed in notify area
