What is the expected enhancement?

Move documentation from gh to ibm docs.

With this move, do we still need #1141 ?
My assumption is no, since the default provider over on IQP will be IBMServerlessProvider ...

I think you are right about default provider. But I think it is still worth it to have local provider for tests.

What I think will not be needed anymore is #812

Let me see if I can update the notebooks to run using local provider...

Think we will also want to purge some of the docs on the move (for example, installation and deployment may no longer be needed)
