When running multiple reservation simultaneously some apps are not being deployed

Create an environment with 4 apps in it
Create a python script that create 5 reservations from the created environment.

BIR
Some apps in some reservation may try to deploy forever. even after the vm is created and running in azure portal

This is not really about concurrency. There is a networking problem in the specific ES. Should investigate more...
