shutdown-idle does not start automatically in Debian qubes #5292

Qubes OS version
R4.0

Affected component(s) or functionality
Qubes shutdown-idle

Brief summary
The service works fine in Fedora qubes, but not in Debian

To Reproduce
Steps to reproduce the behavior:
_1. Install package
_2. Enable service in qube
_3. Start qube
_4. Close all qube windows

Expected behavior
qube will shutdown after set time

Actual behavior
qube remains running

Additional context
The relevant files in /etc/xdg/autostart do not appear to be installed in Debian templates

Manually starting the script.
Then works as expected.

#832 - I'm not sure why that issue is still open since the tool as developed works fine bar this packaging error in Debian
