Standalone HVM does not boot from ISO disk (no bootable media found) if PCI device is connected #7937

How to file a helpful issue

Qubes OS release

R4.1.1.

Brief summary

Standalone HVM does not boot from ISO disk (no bootable media found) if I attach a PCI device (Network controller).
If I detach this PCI device from the qube - it boots from iso file with no issues.

Steps to reproduce

Create new HVM qube without template for installation of Kubuntu from kubuntu-22.04.1-desktop-amd64.iso.
Set fixed memory, attach PCI device: Network controller (Broadcom).
Try to start it from ISO, from command-line or vm settings GUI - does not matter.

Expected behavior

The qube boots from ISO file.

Actual behavior

No bootable media is found.

I am experiencing this in Qubes 4.2. I tried it with both a GPU and a network card attached.
