Updating fails to start required service qubes automatically #9261

The problem you're addressing (if any)

  1. Dom0 update via Qubes Updater fails if the dom0 update VM is not running. It's not started automatically. (in 4.1 it was started when the update process began)

  2. Updating templates via Qubes Updater does not start the disposable management VM for the template anymore like it did in 4.1

The solution you'd like

Dom0 update issue is easy to solve (start the VM manually) but this behavior may be confusing to some users

About template upgrades, I'm confused if this current behavior is less or more secure than the old way...
