This kernel has been doing a dom0 bootloop for me.

Xen 4.8.5-36 w/ 5.14.15-1 dom0 = reboot right before asking disk passphrase
Xen 4.8.5-36 w/ 5.13.6-1 dom0 = good; domU's on 5.14.15-1, so far so good

Potentially video related but have not debugged any further since I am on an UEFI boot and need to modify xen.cfg.

Very crude/quick observations - all of this output is immediate, no pauses:

1. xen loads
2. dom0 loads, kernel output shown
3. "Please enter passphrase for disk...." prompt
4. amdgpu: Topology: Add APU mode
5. fb0: switching to amdgpudrmfb from EFI VGA
6. reboot

On successful boots with working dom0 kernel (5.13.6-1), lots of amdgpu output immediately after, so my guess is something in amdgpu broke between 5.13.6 and 5.14.15.
