Оглавление содержание имеет вертикальный (горизонтальный?) отступ, отличный от аналогичных для sections.
Одним из решений может быть установка длины \setlength{\cftbeforetoctitleskip}{-3em}.

К сожалению, у меня под рукой не оказалось линейки, поэтому прошу проверить отступы по горизонтали и вертикали на соответствие СТП. Если эту проблему никто не исправит, я обижусь и сделаю это сам.

Установка \setlength{\cftbeforetoctitleskip}{-3em} в документе toc.tex решает проблему вертикального отступа, необходимо размещение настроек отступа в преамбуле.
