Add the ability to replace alternate colour codes in placeholder format parts in chat

PlaceholderAPI no longer does colour filtering, it should be possible to specify a symbol to filter alternate colour codes on placeholder parts in chat.
An attribute should be added to the placeholder parts for which character should be replaced, and then this should be used to translate alternate colour codes in the part.
