Install ENV:

motherboard: ESXi Other 3.x Linux (64-bit)
CPU: AMD EPYC 7763
NIC: ixgbe

Arpl version: 23.7.1

DSM model: RS3618xs
DSM version: 7.2(64570u1)

Issue:
不能创建高可用集群
具体来说，创建集群是可以成功的，但是创建之后无法同步存储池
