Move shareable configs to VSL

What problem does this feature solve?

Avoid frequent Node upgrades when the Network parameters change.

Additional description

The Network parameters should stay consistent during each Epoch.
Planned changes must be announced at least X Epochs prior to taking effect.

Therefore, at the beginning of each Epoch, all Nodes should fetch the latest parameters from the VSL.
This step should be automated without manual intervention nor Node downtime.

This is not a duplicated feature request or new worker proposal
