On Android Note 4, on School Page, swiping to scroll down the page, swiping on the map does nothing.

If I'm trying to scroll down the page, when Map is on the screen, in order for me to scroll further down the page, I cannot swipe on the page. I have to be sure to swipe elsewhere. It interrupts the flow of scrolling down.

Possibly setting tap:false in the leaflet map options will fix this, as per Leaflet/Leaflet#2031

This may complicate #231 but in the short term would improve things.

FYI, I made this a P1 (open for debate) because if you get into a situation where you're zoomed in and the map fills the screen, you can't scroll. This could become an accessibility issue, so there's not an acceptable workaround.

Closed #631 as a duplicate of this issue. But we should make sure in testing that we verify that issue of being able to move around (as opposed to just scrolling in general) is fixed too.
