Slowed Simulation Speed, Stuttering Movement in all Missions

Describe the bug

Simulation speed feels as if it was jumping between ~0.2x and ~0.7x speed. Very clear in the movement of the vehicle, as it jitters back and forth and you are driving. Also observed in rotation of the turret, and (not captured on the specific video submitted) the travel of rounds as they arc across the sky.

Are you playing with mods?

No.

To Reproduce

On my current install, it occurs on all missions and campaigns. It seems more prevalent when there are more vehicles or more "simulations/shots" are occurring. I also notice it much more on tanks compared to recon vehicles.

Additional context:

I have tried reinstalling the game and verifying file integrity.
I have successfully played the game for many months without this occurring. In April I updated to Windows 11 (on the same computer), reinstalled apps, around the same time the 0401.1 patch came out. After this point, the slowdown happens in all the missions I attempt.
