Hunger not working

I am trying to play in survival mode with this mod and I notice I can seem to eat unlimited food items, the hunger bar on the HUD RPG mod is at 10/20, and it constantly stays 10/20 despite me trying to apply the hunger effect to see if it will go down enough to take damage which it only drops to 5/10 then immediately goes back to 10/20 once the effect is gone, I have also already messed with the player hunger settings in the RPG HUD menu and there doesn't seem to be a way to disable it completely to just show the normal Minecraft hunger bar, any help is appreciated, thank you.

Minecraft version: 1.16.5-forge-36.2.34
