The problem

It's right now in the Str page, and it made a bit of sense since it had only one value and it was a Str. It's no longer there (if it ever was), it's in the allomorphs file, but it's in all cases an independent routine, so it's where it should go.

Suggestions

First, overhaul the definition, because all cases are not exemplified or explained. Then, move it if it makes any sense at all. This adds to the other independent routine issues #2810 or #1518. So maybe we should about the big picture...
