Summary

It updates the file size limit based on the recent modification to discord's API

Hmm probably best to keep this on hold until discord properly documents their limits

After testing, discord bots and webhooks are still capped to the 8mb and pre-defined Tiers. For this reason change is not needed.

This could be reopened because it seems like it got added to bots and webhooks today: discord/discord-api-docs#6078
