Localhost is no longer mapped to the host machine (where the packager server is running) for the 10.0.14393 emulators. We need to work around this some way.

Closing as multiple issues are open for this and debugging on mobile emulator isn't fundamentally different from debugging on device. In fact, it was really a coincidence that debugging via localhost from an emulated Windows 10 Mobile device ever worked. Really we need the dev settings page described in #358
