None of this behavior is Swift-specific—it just happens to use Swift-only types. Let's add an Objective-C API for use too.

Once this is done, we should remove the equivalent code from ReactiveCocoaLayout. See ReactiveCocoa/ReactiveCocoaLayout#114.
