Task Request shows "Approve" button to regular users

Issue Description

After creating a TCR, I am able to see the "Approve" button even though I do not have the permission to approve that TCR.
Clicking on the "Approve" button throws a Toast with error:
"The requested operation could not be completed. Please try again later."

Not sure on how the "Reject" flow works but that button can also be looked into with the same logic (if needed).

Expected Behavior

"Approve" button should not be visible to users who do not have permission to approve.

Current Behavior

"Approve" button is visible to the regular users.
