What needs to be done? Why does it need to be done?
Build out and thoroughly test the application data flow from backend to client, up to but not including the rendering of the actual UI.

Metric data fetching and modeling POC prototype

Frontend design document

Metrics Service design doc (useful design guidelines for extending the Spotlight API, which is what we'll do for now instead of standing up a new service)
