[feature request] shifting subtitle with mouse dragging while wheel pushed down

Right now, mouse dragging to left or right while wheel pushed down functions as time scrolling.
Using Shift or Ctrl modifiers does zooming.

I think moving a subtitle just under the cursor to left or right without moving the other elements is very convenient for timing, since most of subtitles are only matter of timing, not duration (in my cases).

Can this function be implemented as an option to replace current Time Scrolling function?
That would be very useful for me. (And yes, I know there is Quick & Smart Delay buttons, but I want to do it in unlimited delay and by mouse dragging.)
