Transfers table should default to sort by upload time

Describe the bug

The transfers table does not default sort by upload time.

To reproduce

Go to the transfers list page.

Expected behavior

By default, transfers table should sort by most recent uploaded.

Additional context

This requires handling for both archivist and non-archivist users. I think datatable also caches user preferences in a cookie, so that may be impacting things.
