Deliver email when FetchRunError objects are created

When a FetchRunError is created it usually means that a human needs to take action to fix something in the system. Typically they want to do this as quickly as possible, so they need to know about the error right away.

Describe the solution you'd like

A post_save signal that will send emails to a configured address with a detailed error message.

Describe alternatives you've considered

Have also discussed some sort of Teams integration, but that looks like a bigger lift.
