Description:

im.counter does not give unread messages to other users

Steps to reproduce:

1. Set the administrator the right View Room Administration
2. Make a request to im.counter indicating the roomId and userId in which the admin is not himself

Expected behavior:

Gets counters of direct messages.

Actual behavior:

{"success":false,"error":"The required "roomId" or "username" param provided does not match any direct message [error-room-not-found]","errorType":"error-room-not-found"}
