Description:

When sending an attachment with non-latin chars in name from Desktop/WEB/Android chars displayed in wrong encoding

Steps to reproduce:

Sending an attachment with non-latin chars

Expected behavior:

Displayed original filename

Actual behavior:

Displayed in unreadable encoding

Server Setup Information:

Version of Rocket.Chat Server: 4.7.1
Operating System: Ubuntu
Deployment Method: docker
Number of Running Instances: 2
NodeJS Version: 4.7.1
MongoDB Version: 5.0.6 / wiredTiger (oplog Enabled)

Client Setup Information

Browser Version: Chrome 101.0.4951.54
Operating System: Windows 10
