LiveChat room creation does not play room creation sound

I've configured the default sound on Room Creation on Windows 10, Rocket.Chat+ 2.8.0, 1 instance, deployment: snap, db replicaset: ?, node: ?.

No sound is played when a room is created for LiveChat. Sound works and is on.

Reproduction:

1. Enable sound on room creation in account.
2. Check that you have sound on.
3. Start a livechat session.
4. No sound appears.

Expectation:

On step 4 a sound sounds for all users with sound on room creation.

@sampaiodiego @monty241 this is not completely fixed by #9802 - unfortunately.
@JSzaszvari, do I assume correctly that you tested with livechat in "least amount" routing configuration?
For the guest pool, there is no notification for the new room created. Once an agent has joined the conversation, it works as expected. There's a separate issue dedicated to that already (#7292) .

@monty241 I'd consider to close this one.
