Send the message snippet as an attachment

As discussed with @engelgabriel, we should change the behavior of message snippets to be sent as an attachment, and we should open some kind of editor so that code is entered more efficiently.

Awesome that this is already mentioned. This is one item that would very much love to see in RocketChat. The current behavior is not very intuitive, and it causes problems when dealing with long sets of code. We have migrated from Slack, and that is one feature we miss a lot: Pressing a "Add Snippet" button, being provided with an editor where we can choose a syntax, and pasting the entirety of the code, and then it either have it shown as inline snippet (if short), or a downloadable snippet (if too long). I am hoping this is what the intention is.

As mentioned before RocketChat/Rocket.Chat#9178 (comment) I can't add any snippets right now on v2.2.1 manual install. Any known tweaks necessary to get this working?
