No development configuration

To make this boilerplate be able to used practically, it needs to have a development configuration, would be great if you can configure it with webpack-dev-server npm module

@Roilan I can do the same in gulp as gulp is more configurable, will it be fine if I raise a PR for the same with the gulp configuration?
