TL;DR: C'est la vie.

If it was possible, we would add "bug" label to entire society.
Each setup which was in winget repository is designed, created and maintained by their manufacturers, not WAU contributors.
Its decision of each vendor if they want to spend extra money on a product which is already installable but annoyingly unstable when deployed via recently published CLI tool called winget.
If they cannot solve their proprietary issue where system account is unable to deploy their products, the you must either deploy it via SCCM/Intune using different account or have it repacked into different container, MSI, MDT, MSIX, APPV, ThinApp.. you name it..

Old Bloomberg was so bad that it was faster and easier to reinstall windows than to uninstall it (Danske Bank ~2010AD).
Modern packages are more forgiving, but some work is still required.

WAU operates a one layer above that sea of chaos. It triggers installations and lets winget do its work according to specification from vendors.

Having said that, is it still a WAU bug?
