Players Don't Have Permission

Plugin Version: 3.6.10

Describe The Bug:
Players do not have access to the RTP commands by default and I can find no option to give it to them without installing a permission plugin, which I have no interest in using on my small private server.

How To Reproduce:

1. Installed Plugin
2. Start server to generate configs
3. Stop server
4. Configure plugin
5. Restart server
6. Non-OP players attempts to use /rtp

Expected Behavior:
Non-OP player is RTP'd following config settings.

That would require people to manually deny every single world they don't want people to RTP in. Hence why it's a whitelist by default.
