Unsolvable conflict:
If you want to have 
+ 1 2 ku'e + 3 => ( + 1 2 ) + 3
and a rule: vei mex
then 
0 - vei + 1 2 ku'e + 3 => 0 - [ 6 ]
So then if pe'o -> vei you have to have ku'e -> ve'o

but the desirability of + 1 2 ku'e + 3 is not to be dismissed. Which leads us to ellidible left brackets
but that breaks even even even more
