How do you ensure the modified and browsers with extensions or development tools can be used?

• if the browser allows extensions -> Chrome on Android does not
• if a browser is modified, the modified browser can still -> can, maybe, do it?
• Also, what about devtools? Will they be banned then, too? Because there you can also easily spoof social media, remove ads, automate stuff…
• Will you also ban automated browser testing tools, for the same reasons?
