Fix ATLA.1 & ATLAE.4019 better

Currently ALTA.1 fires to all rulers with the ATLAE.4019 event. The popup problem was fixed by commenting out #major however this can be further fixed by not firing it for every ruler & still making it a major event. However there is fire nation age of aggression logic in here that needs to be sorted out into its own event and fired based on this. This will most likely require the use of better scoping & events targeting the firelord in a better way through additional events.
