Errors after building English guide

Some footnotes links are not working or not well referenced. Those with red square seem to be links but they aren't:

Ah, we missed those when we re-did the appendix structure. I've been trying to remove the footnotes (and instead convert to direct references or place in the resources section) slowly over time as they are complex to keep track of and update consistently.

Closing as the upstream guide removes the PDF built process and addresses this error
