Study Group Session 11: The Rosalind GC problem

This problem comes via Rosalind and @EmilyAmor: given a collection of DNA sequences, return the ID of the one with the highest GC content.

Since we've been dealing with problems that involve reading and manipulating FASTA format files, we should be able to re-use some of those approaches here.
