Steps to reproduce:

Create a project which accepts grant applications
Create a grant application to this project with more resources than the parent project has
Approve the grant application
You will get insufficient funds on the initial approval
Grant more credits to the approving project
Attempt to approve again
You get a conflict due to bad cleanup of project resources when the grant applications fails
