Tensorflow added support for python3.11 in version 2.12 (and removed support for 3.7) the requirements should be updated to support 3.11

Tensorflow 2.12.1 results in failed test:

FAILED pyopia/tests/test_pipeline.py::test_silcam_pipeline - TypeError: Unable to convert function return value to a Python type! The signature was
	() -> handle
