Some map not install BJ or player use intelligent mode - ai_only, and if the AI still sends Goldproblem chat to ask the player, the player will be confused because they cannot transfer money

• Can BJ send a confirmation signal during initialization to inform AI that BJ has been installed and enable gold issue chat
