Change the locator plugin and krb5 driver to use a file to
store realm/ip address, so that every process on the machine can see the
current values. The file will be stored in /var/lib/sss/pubconfig (or
something like that) and will be rewritten every time we discover a new
server. The file will be unlinked (so process that have it open for
reading don't get crazy) and regenerated at each change. The locator
plugin will reopen and reparse it at every use. The file will be world
readable but only writable by root (+selinux protecion to allow only
sssd to write to on systems with selinux enabled).
