add debug attribute to tools usage and manpages

Manpages and usage outputs for SSSD tools don't show the usage of --debug attribute, even though all of them are accepting it. We should add this.

It's actually on purpose with tools. The parameter is there, but intentionally hidden with POPT_ARGFLAG_DOC_HIDDEN. We didn't want to clutter the help output, IIRC. Tests are meant to be run by developers only, so we can add the parameter there.
