Implement Task-Bench (potentially as a GSoC project)

The paper referenced here
https://arxiv.org/abs/1908.05790
describes a benchmark suite for task-based programming APIs. We should add HPX support to the benchmark suite to see how we compare to other runtimes.

This would make a good GSoC project for a student.
