scan non empty should not just return the highest priority threadQ that exists, but that exists and can be run - i.e., that hasn't hit its threshold. this will maintain a happy multilevel priority scheme

fix bugs in method, add into dequeue a check to update threshold if hit max and run out of nodes at the same time.
