从 Release 拉取包方式的更新和统一，主要是统一加入 sha 校验等功能
install 加入对包的 sha 缓存以替代不稳定的 depend.on_changed，同时加入内容的路径和 sha 缓存，防止意外删除，彻底解除对 depend.on_changed 的依赖

python 依赖更新到 3.12（当前还在 bugfix 阶段，如无必要不更新）
