Newpoints support

I think it could be a good idea to charge user for Newpoints points upon using a custom reputation.

A global setting should be included to enable/disable this feature.
A per-reputation setting should be included for the points to be charged, allowing negative and float values.
If forum and group rules are intended, a depended Newpoints plugin should used to handle that area (though minor work may be done inside the main plugin).

Forum and group rules are not a priority.

Currently I'm working on a way to easily allow administrator to customize threads ratings on a per-rating basis, also probably will add a thread count for rating votes and a post voting list.

This should probably be done afterwards.

I think if your plugin has this feature, it will be perfect.
