Put data directory in the root of the project, instead of inside jellyrisk_forecaster directory

Currently 'data' directory containing needed data for running forecasting is in 'jellyrisk_forecaster' directory.

This is due to lack of knowledge on how to pass to R the path to data files in a different directory from the running directory. Check that to see if we can move 'data' directory away.
