Create GitHub action(s)

There's at least one GitHub action I'd like to create, which should be creating releases.

But, I want to consider any other actions that might be useful. I imagine these will come up when I'm adding CI for this repo.

I'm leaving this out of 1.0. I plan on using the library for my stuff, but perhaps other people might use GitHub Actions for other repos where they don't use the library for their CI scripts (and instead might use the CLI utility or perhaps could instead now use GitHub Actions)

Making these GitHub Actions I will want to do when I'm pretty confident about the functionality of the Changes utility.
