Add Arg Descriptors

Currently the args are given to Command Handlers via a string, and the Command Handler itself has to parse the arguments. Could have some kind of object to describe what the arguments should look like to Disclose, then Disclose can parse the arguments for the command handler and fail faster if the args are not correct.
