FIX: Maintain minion log in INFO level, add logrotate

Currently the Salt minion log only logs ERRORs, making it difficult to troubleshoot timing issues. It was changed to ERROR level to avoid excessive log file size. But an improved solution, if nothing prevents it, is to implement log rotation and pruning, so that we can continue to capture important logs.
